Home Preservation is Community Preservation

Whole Home Repair Program

In July of 2022, The PA Whole Home Repairs bill, (SB-1135), was signed into law. The bill appropriates $125M for use across the state toward the preservation of affordable housing and workforce development initiatives. In August of 2023, Habitat MontDelco was selected as the Whole Home Repair Program (WHRP) administrator on behalf of Delaware County. The program is a construction-based resource, that provides income-qualified homeowners with necessary health, safety, and accessibility-related home repairs, and modifications up to $50k per home. Through this program, Habitat MontDelco aims to stabilize communities, address Delaware County’s aging housing stock, preserve naturally occurring affordable homeownership, and prevent qualifying homeowners from being displaced due to deferred and cost-prohibitive home repair and maintenance.

 

Delaware County Council unanimously approved an additional $2,730,124 in funding from the American Rescue Plan Act (ARPA) on August 2, 2023, to support the program. The County’s commitment enables the program to serve a minimum of 120 homeowners and ensures the administration costs associated with the program are met. 

 

 **The WHRP is not designed to be an emergency or crisis-based resource, as it does involve a waiting period. If you are experiencing urgent or imminently dangerous issues within your home, Habitat MontDelco may be able to make a referral to an alternative program, however, we can make no guarantees at the time of initial outreach as to if or when a given home can or will be served by our program or any other. How Do I Get Apply?

To receive an application, you must submit an inquiry with the program. Submitting an inquiry registers you in our inquiry database so that you will receive an application directly from Habitat MontDelco when we have funding available that applies to your home’s needs as you’ve described them.

 

There are no exceptions to this policy. Only households in our inquiry database will receive applications.

How Do I Know If I Might Qualify?

To be considered eligible, applicant(s):

 

  • Must own a home in Delaware County which must be their primary residence.

  • Must be willing to partner with HFHMontDelco by upholding the terms of the program agreement with HFHMontDelco, and being responsive, helpful, and hospitable to staff, vendors, and volunteers.

  • Have a current homeowner’s insurance policy in place for the home.

  • Verify that they are current on Property Taxes and Mortgage payments.

  • Have a total gross household income below the levels listed in this chart:

 How Can the Program Help?

Habitat MontDelco’s Whole Home Repair Program is a construction-based resource aimed at identifying and addressing health, safety, and accessibility-related needs in eligible homes. The program works with locally vetted and insured contractors to implement scopes of work determined by our internal home inspection team. 

 

The program can also utilize Occupational Therapists in the cases of mobility challenges or other disabilities for which accessible home modifications will increase safety, health, and/or accessibility on either a remedial or preventative basis.

How does it all work?

HOMEOWNERS must submit an inquiry to receive an application at a time when funding is available. If you have not already done so, please find the link to inquiry form below.

 

Habitat will notify you by mail, with an application, when applicable funding is available based on your described home repair needs and demographic information as it relates to grant restrictions. 

 

HOMEOWNERS will complete the application within the deadline indicated and submit it to Habitat complete with the required documentation, OR contact Habitat for an extension on the application before that deadline.

 

Habitat will review applications, conduct a home visit for those who are pre-qualified, and verify eligibility based on program capabilities and needs of the home. A final determination for program approval will be made. 

 

HOMEOWNERS will be notified of a decision on program approval, or denial. If approved, you will receive a list of services Habitat intends to gather estimates for, from program contractors. Contractors will schedule directly with homeowners for this step.

Habitat will collect estimates from contractors and determine which services, if any, fall within funding/program capabilities, budget, timeline, etc., and will produce an agreement for services to be provided outlining the scope of work and program conduct expectations.

 

HOMEOWNERS will sign an agreement for conduct and liability, which includes the proposed scope of work for the home, and work will commence in the order in which agreements are received.

 

Habitat will, upon the completion of work, collect completion photos and verifications from both the contractor(s) and homeowner, and close the project out with paperwork documenting what work was completed in the home, as well as warranty information.
